Mobile Medical E-Carts

The Department of Veterans Affairs, through Network Contracting Office 4, has issued a non-competitive, firm-fixed-price delivery order under the NASA SEWP V Government-Wide Acquisition Contract for twenty Howard Medical Hi-Care E-Carts in the BASE 202 configuration. This procurement, designated as a Service-Disabled Veteran-Owned Small Business set-aside, is awarded to Minburn Technology Group, LLC to support the Erie VA Medical Center and the broader Electronic Health Record Modernization initiative. The acquisition is justified as a sole-source procurement under FAR 16.507-6(b)(2) due to the proprietary design of the carts and the critical need for compatibility with existing VA clinical systems, battery platforms, and mounting components. To ensure operational readiness and cybersecurity compliance, the carts must be equipped with Windows 11 and Med Manager software approved by the VA Technical Reference Model. Delivery and final acceptance will take place at the H.J. Heinz III VA Medical Center in Erie, Pennsylvania, where the equipment will be inspected for interoperability and adherence to VA security and biomedical standards. The award prioritizes patient safety and continuity of care by mitigating risks associated with system incompatibility and warranty invalidation that would arise from using alternative vendors.
