AI Contract Overview
The contract solicitation issued by the Administration for Strategic Preparedness and Response (ASPR) under the Department of Health and Human Services (HHS) seeks the firm-fixed-price procurement of 587 portable, mobile medical-grade refrigerator/freezer units. These units must primarily operate on standard AC power and include rechargeable batteries for backup and mobile operation, ensuring reliable cold chain capabilities essential for public health emergency preparedness. Deliveries are required under FOB destination terms to specified federal sites across multiple states, including Mississippi, Utah, Texas, and Nevada, with an initial shipment of 187 units due within 45 days of award and subsequent monthly deliveries of 40 units. Performance is expected over an 18-month base period, with an option for up to six additional months. Technical specifications emphasize strict temperature control (refrigeration between 2°C and 8°C and freezing down to -30°C), NIST-traceable calibration standards, temperature data logging with tamper-proof features, and a power system capable of sustaining at least 60 hours of refrigeration operation during power outage scenarios. Evaluation of proposals will follow a best value tradeoff process with a clear hierarchy prioritizing technical capability, followed by past performance, and then price. The technical criteria focus heavily on cold chain performance, power system reliability, quality assurance documentation, and adherence to CDC/VFC vaccine storage guidelines. Past performance will be assessed based on product quality, delivery history, and corrective action effectiveness, while price will be evaluated for reasonableness and completeness of cost elements. The contract is set aside exclusively for small businesses under NAICS code 333415. Submission requirements mandate a two-volume proposal: a technical narrative excluding pricing details and a separate business/price proposal including certifications such as UEI, CAGE codes, and size status attestations. Electronic submission by the March 18, 2026 deadline is required. The contract includes standard and agency-specific FAR clauses tailored to commercial acquisition under a total small business set-aside, with specific contract administration provisions including electronic invoicing through the Department of Treasury’s platform and oversight by designated contracting officers and a contracting officer’s representative.
