Solicitation # MARADVesselLeaseRFI2026
The Maritime Administration (MARAD), under the Department of Transportation, is issuing a Request for Information (RFI) to assess the U.S. maritime industry's technical capability and availability to deliver strategic sealift ships. The government is specifically interested in the leasing of newly constructed, coastwise endorsement eligible Roll-on/Roll-off (RO/RO) vessels built exclusively in U.S. shipyards. The envisioned lease structure involves a total charter period of 20 years per hull, potentially organized as a five-year firm term with three additional five-year options. This RFI is for planning purposes only and does not constitute a formal solicitation or a commitment to contract. Interested parties must submit unclassified responses in Microsoft Word, Microsoft Project, or Adobe format to Mark Burns and Frank Wells by 5:00 PM PDT on August 31, 2026. Submissions are limited to five pages, though the government will not evaluate content beyond the tenth page. Responses should include company identification, CAGE codes, UEI numbers, and detailed feedback on 11 specific questions regarding financing, insurance allocation for military deployments, and readiness standards. The anticipated NAICS codes for this effort are 532411 and 336611. All proprietary or confidential information must be clearly marked at the bottom of each page to ensure protection within the Department of Transportation.

RFI On-Call Leadplane
Solicitation # 140D0427Q0880
The Department of the Interior, through the Ibc Acq Svcs Directorate, has issued a Request for Information under solicitation number 140D0427Q0880 to conduct market research for the USWFS Aerial Supervision Module Program. The objective is to identify vendors capable of providing a contractor-operated and maintained on-call multi-engine turbojet powered aircraft to serve as a Leadplane. These aircraft will support DOI pilots in aerial supervision of wildland fire incidents, including the coordination of air tankers and the transport of personnel or cargo. Operations are expected to take place across the contiguous United States and Alaska, with occasional requirements in Canada and Mexico. Under the contemplated arrangement, the contractor is responsible for providing the aircraft, an instructor pilot, insurance, and all scheduled and unscheduled maintenance to ensure airworthiness according to FAA regulations and DOI policy. The government will provide the leadplane qualified pilot and fuel. This effort is currently in the planning phase; no funds have been authorized or appropriated, and this RFI does not constitute a formal solicitation or a promise to issue a Request for Proposal. Interested small or large businesses are requested to provide company details, NAICS size standards, and aircraft configuration capabilities by the response deadline of November 10, 2026.

The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research. Any information submitted by respondents to this sources sought notice is provided voluntarily. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose and should refrain from providing proprietary information in the response. 1. INTRODUCTION: ARFL/RVKY contracting office at Kirtland AFB is seeking sources to provide mobile diagnostic platforms for observations of a sounding rocket experiment in February 2021. AFRL/RVKY is seeking either air or sea transport to an observation location approximately 500 nautical miles east of Florida for this observation. Observations by aircraft will require remaining 2-3 hours on station the day before, day of, and day after the launch. For seagoing assets, the launch window will require remaining at this location for up to 5 days with the possibility of an additional 4-5 days. Installation of observation equipment will also be required and applicable regulations adhered to as well. Instruments to be deployed on the mobile platforms will be government furnished equipment (GFE), and the government will be responsible for transporting the GFE to the ship or aircraft, installing, operating, and removing it. Detailed requirements for sea or air transportation and sensor integration can be found in the specifications section below. AFRL/RVKY contracting office anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 532411, PSC V129, size standard $35,000,000 annual revenue. Please also note the revised rules regarding use of prohibited telecommunications equipment contained in Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232). 2. INSTRUCTIONS: All businesses capable of fulfilling this requirement by providing either ship transport or aircraft transport are invited to respond electronically. Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 532411, size standard $35,000,000 annual revenue. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of Capability is limited to 10 pages and should demonstrate the ability to provide the required service as detailed in the specifications below as well as an initial estimate of the cost. 3.
