The F/A-18E/F and EA-18G Program Office (PMA-265) is seeking capable sources to provide the necessary skilled labor, logistics, material, and tooling required to execute a dual-coast, three-site, simultaneous, entirely mobile facility capable of stripping, applying corrosion treatment, and reapplying Radar Absorbing Material (RAM) / Low-Observable (LO) coatings on SUU-79 Aircraft Pylons and SUU-80 Aircraft Pylons. For the purposes of this notice, a mobile facility shall be defined as an enclosed structure capable of complete set-up and tear-down in seven (7) business days. The Contractor shall provide evidence of experience performing mobile-based coating and corrosion treatment on military installations, specifically on active airfields, for consideration.

This notice does not commit the Government to contract for any supply or service whatsoever. The Government is not seeking proposals at this time and will not accept unsolicited proposals.
Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future Request for Proposal (RFP), if any is issued. Any information submitted by respondents to this notice is strictly voluntary. The information submitted will be used for informational purposes only to help the Government determine the appropriate acquisition strategy.
Under this effort, the Contractor will provide evidence of mobile structure capacity and spacing requirements necessary to facilitate the stripping, treatment, and recoating of up to 1,400 Aircraft Pylons over an anticipated ordering period of five years, with the exact quantity of SUU-79 and SUU-80 pylons being determined at a later date. The Government anticipates a maximum of seventy-five (75) Aircraft Pylons to be stripped, treated, and recoated per month. The Contractor will make available the necessary skilled labor to be qualified by Government personnel in the application of RAM/LO on the associated components. In addition, the Contractor will ensure 100% compliance with local, state, and federal environmental controls governing the application, transfer, and disposal of Hazardous Materials (HAZMAT) and Hazardous Waste (HAZWASTE).
Interested parties are requested to submit a capability statement of no more than five (5) pages in length. The capability statement should demonstrate the ability to perform the work described. The submission should include:
- Company Name, Address, CAGE Code, and Primary Point of Contact
- Business Size under the specified 336413 North American Industry Classification System (NAICS) code
- A detailed summary of company’s experience with:
- Mobile facility set-up and tear-down;
- Strip, treat, and application of MIL-SPEC coatings;
- Department of War (DoW) technical documentation (e.g. Technical Data Packages, Maintenance Instruction Manuals, Technical Drawings);
- Familiarity working on controlled military airfields (CONUS and/or OCONUS); and
- The ability to obtain security clearances for qualified technicians
- Any other information or documentation that describes the capabilities, interfaces, and specifications that may be relevant to this effort
