AI Contract Overview

This award notice concerns a modification to contract FA8501-18-F-0175 to provide additional funding for Base Telecommunications Services at Robins AFB. The services are being performed by SMS Data Products, Inc. under an urgent bridge contract issued as an order through the NETCENTS-1 NetOps and Infrastructure Solutions Small Business contract. This sole-source award was executed under FAR 6.302-2 due to unusual and compelling urgency after a previous contractor refused to perform beyond the base year, creating a critical need to prevent a lapse in coverage and address a backlog of work orders. SMS Data Products, Inc. was selected based on their proven capability and positive performance history with the Robins AFB telecommunications system, which minimized inherent risk to the government. The bridge contract was intended to maintain operations until a follow-on competitive small business set-aside contract could be awarded. To ensure continuity of service, the agreement includes a provision for a maximum six-month extension of services in accordance with FAR 52.217-8 if the competitive award process is delayed.

Full Description

This is an award notice for a modification to add funds to over and above to FA8501-18-F-0175, the current order for Base Telecommunications Services at Robins AFB being performed by SMS Data Products, Inc. (Please see notice for FA8501-18-F-0175, also posted here on FBO, for full information concerning this requirement.) The below information was lifted from the initial posting for the base order of this requirement. "The initial award affiliated with this modification was for the purchase of 12 months of Base Telecommunications Services for Robins AFB from SMS Data Products, Inc in the form of an urgent bridge contract. This award was made as an order off of the NETCENTS-1 NetOps and Infrastructure Solutions Small Business (SB) Contract, in accordance with the policy memorandum from AF SAE and AF CIO dated 15 September 2014, and in accordance with AFI 33-112. The NETCENTS-2 contracts are the mandatory source for all Air Force units purchasing NetCentric IT products and services that fall witin scope of the contracts. This award was made in a sole-source fashion to SMS Data Products Group, Inc. under the proceedings of FAR 6.302-2 Unusual and Compelling Urgency. This award is a short-term bridge contract that was awarded due to SMS Data Products, Inc. due to the previous contract suddenly falling through. The current contractor, which was awarded FA8501-17-F-0144 in 2017 notified the government of their refusal to perform past the base year of the contract, which ended on 15 September 2018, with too little time left to be able to perform a full and open competitive source selection award. The requirement was deemed urgent and a sole-source bridge contract was approved IAW Justification for an Exception to Fair Opportunity, dated 1 August 2018. Due to the urgency of this requirement and a backlog of work orders caused by the actions of the current contractor, it was determined that only small business sources with prior positive award performance history for the BTS system at Robins AFB would be considered for this urgent bridge action. Following a market research investigation, SMS was chosen for this effort due to their being clearly capable to fulfill the government's requirements, as well as them being a prior bridge incumbent for BTS services with Robins AFB with a positively-reflected CPARS. The importance of the incoming contractor to perform immediately, taking on the transition of work from the previous contractor, was extremely important in preventing a lapse of coverage. Therefore, award to any other source without experience or a positive, proven procurement history record associated with the Robins BTS system was determined to pose too much inherent risk to the government. Work has begun on the follow-on 2019 contract, which will be conducted as a competitive small business set-aside, which is expected to be awarded by 16 September 2019. In the event that the competitive contract cannot be awarded by this date, this bridge contract has an included extension period of a maximum of 6 months in accordance with FAR 52.217-8 Option to Extend Services."
