Full Description

NOTICE OF INTENT TO AWARD SOLE SOURCE: AFSC/PZIOB, Tinker AFB, Oklahoma intends to award a sole source purchase order to National Instruments Corporation. National Instruments will be providing the following: - 3ea Modern Air Combat Envirnoment (MACE) Software Maintenance Extensions - 3ea MACE Electronic Warfare Software Maintenance Extensions Battlespace Simulations, Inc. (CAGE: 4KC80) is the only vendor with the rights for MACE. They created the software and hold the license for it. Getting any updates and support for their product, which is currently a part of our training simulator requires purchasing their support. It would be too costly to avoid sole source purchases for this particular requirement since the simulator is designed with this specific software in use. Re-competing the software would require an extremely costly and time consuming effort to redesign the whole system. Continuing the support of MACE through Battlespace Simulations, Inc. is the only option for keeping the software currently in use updated and supported. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is 19 July 2019. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product listed above. Deadline date for the submittals is 08 July 19 at 12 PM Central Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
