Modesto 2050 General Plan

The City of Modesto is advancing its long-term planning efforts by updating its 2019 General Plan to align with future growth and community goals through 2050. This initiative, titled Modesto 2050 General Plan, focuses on seven mandatory elements required under state law—Land Use, Transportation, Economic Development, Environmental Justice, Health and Safety, Open Space and Conservation, and Community Facilities and Services—while excluding the Housing Element, which will be addressed separately. The update is grounded in extensive public engagement, reflecting the community’s shared vision for sustainable development, equitable access to resources, and resilient infrastructure. A program-level Environmental Impact Report will be prepared to evaluate the cumulative environmental consequences of the proposed policies and the development patterns they enable over the next two decades. The project is being managed by the City of Modesto’s planning department with key leadership from Principal Planner Michel Hren, while project coordination and technical support are provided by Rachel Goren of PlaceWorks. The effort is forecasted to be initiated in June 2026, with the place of performance centered in Modesto, California. Although no formal solicitation number or NAICS code has been assigned yet, the plan’s scope and environmental review process are well-defined, signaling the city’s commitment to complying with state planning mandates and ensuring transparent, data-driven decision-making. The outcome will serve as the foundational policy document guiding land use, transportation, public services, and environmental stewardship in Modesto for decades to come.
