The contract modification pertains to the continuation and expansion of electric utility services at Fort Richardson, Alaska, under Contract No. DABQ03-03-C-0070. The government intends to provide firm electric energy service to the military installation with a capacity up to an estimated 20 MW, delivering power through specified 34.5KV and 12,470V/7,200V three-phase systems. The service must be reliable, continuous except for extraordinary circumstances, and compliant with all pertinent safety and electrical codes such as NFPA, NEC, NESC, and IEEE standards. The contractor is required to maintain a dedicated on-call team including linemen, an engineer, and a technician, ensuring restoration within set response times and maintaining essential mobile equipment for rapid repairs. A contingency plan must be submitted detailing how failures will be managed and how personnel and equipment will be deployed to meet service levels. Power delivery points are primarily at the Spartan substation, with metering and billing handled through RCA-approved tariffs. A SCADA system capable of real-time monitoring and remote control must be provided, with data access available to government personnel. The incumbent contract, due to expire in April 2009, is being extended by this modification for two months to maintain uninterrupted service while a competitive solicitation is prepared. The modification is valued at approximately $820,000, and the government is using a sole source procurement approach under FAR 6.302-1(a)(2), though it is soliciting capability statements from interested parties to assess competition potential. Responses must demonstrate the ability to fulfill all requirements and comply fully with the outlined standards and performance expectations.
