The U.S. Army Research, Development and Engineering Command Acquisition Center awarded two contracts on May 21, 2007, to Specialty Defense and Point Blank Body Armor for the procurement and initial fielding of 230,000 Improved Outer Tactical Vests (IOTVs), as part of a larger requirement of 966,000 vests. These contracts were awarded under unusual and compelling urgency authority to meet immediate production demands. While the initial order was being produced, the Army issued a Request for Proposal in November 2007 to competitively procure the remaining 736,000 IOTVs. Due to extended vendor requests and the need to maintain uninterrupted production, one of the current contracts will be extended for six months to produce an additional 150,000 vests at a rate of 25,000 per month. This extension is being executed under a statutory authority that allows for other than full and open competition because Specialty Defense and Point Blank Body Armor are the only two sources that possess the tested and approved ballistic material packages and manufacturing capabilities required for the IOTVs. The contract modification will be awarded based on the lowest priced technically acceptable proposal. The point of contact for this action is Mitzi Wall at the US Army Research, Development and Engineering Command Acquisition Center, with questions to be submitted in writing via email. The contract modification ensures continued supply while the competitive procurement process for future orders proceeds.
