The U.S. Army Research, Development and Engineering Command Contracting Center plans to issue a sole source modification for the procurement of 75,000 Improved Outer Tactical Vests (IOTVs). This action is necessary to maintain continuous production while awaiting the award of a larger contract resulting from a full and open competition, which has been delayed with an anticipated award date in April 2009. Specialty Defense and Point Blank Body Armor are currently the only suppliers with U.S. Army tested and approved ballistic material packages suitable for the IOTVs, making them the exclusive sources able to meet the Army’s production and performance requirements. The modification will be awarded under the authority allowing other than full and open competition, based on these exclusive material approvals and proven manufacturing capabilities. The contract modification will cover the production of 75,000 IOTVs over three months at a rate of 25,000 vests per month, and the award will be made to the lowest priced technically acceptable proposal. All inquiries regarding this contract modification are to be submitted in writing to the designated point of contact at the contracting center in Aberdeen Proving Ground, Maryland.

Full Description

The U.S. Army Research, Development and Engineering Command Contracting Center (USRDECOMCC) intends to issue on a sole source basis a modification for 75,000 Improved Outer Tactical Vests. Specialty Defense (SD) and Point Blank Body Armor (PBBA) are the only two sources that have US Army tested and approved ballistic material packages. A Request for Proposal (RFP), W91CRB-07-R-0079, was issued on 30 November 2007 for 736,000 IOTVs. Due to numerous delays award is now estimated to be April 2009. As a result of the required need for continual production of the IOTVs to support the ongoing fielding requirements until deliveries from the subsequent full and open competition commence, a need to modify one of the contracts for the procurement of 75,000 IOTVs will be required. The modification of one of the contracts will be awarded based upon the statutory authority permitting Other than Full and Open Competition is 10 USC 2304(c) (1), as implemented by FAR 6.302-1(b) (ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This is based on SD and PBBA being the only two sources that have US Army tested and approved ballistic material packages, proven producers of the IOTV, and the manufacturing capabilities to meet the current IOTV production and performance requirements. The modification of one of the existing contracts for a total of 75,000 IOTVs at the rate of 25,000 IOTVs produced per month for three months, will be awarded based on the lowest priced technically acceptable proposal. The USRDECOMCC point of contact for this action is Mitzi Wall, telephone +1 (555) 000-0000, email: contact@example.gov. Any questions as a result of this posting shall be submitted in writing and emailed to the above listed address.
