Full Description

The Office of Naval Research (ONR) intends to award a contract modification to increase the CLIN 0001 ordering ceiling to Oceaneering International based on their extensive technical knowledge of the on-going HiCASS LVI LO/LO project for which they are able to provide continuity of highly specialized research and timely completion of project requirements in order to avoid duplication of effort and unacceptable delays. The Office of Naval Research (ONR) has a requirement for preparing the Navy's High Capacity Alongside Sea Base Sustainment Large Vessel Interface Lift On/Lift Off (HiCASS LVI LO/LO) program for transition to the fleet. This award will close out the Science and Technology effort associated with contract N00014-05-D-0521, by disposing of all material produced during the project; performing an analysis of the data collected during the demonstration testing; producing a Science and Technology evaluation; providing recommendations/models for design improvements based on lessons learned and supporting the development of preliminary design. ONR intends to award a contract on a sole source basis to Oceaneering International Inc.; 7001 Dorsey Road, Hanover, Md. 21076 for these services and requirements. Under previous developmental efforts associated with ONR contract N00014-05-D-0521, Oceaneering International has performed a full-power electrical energy storage demonstration, designed and procured a MACRO crane, designed and fabricated both a 1/20th scale and a large scale MICRO crane and the associated MMC control system, installed the large scale demonstrator on a navy vessel, integrated the MACRO and MICRO cranes and is in the process of supporting a demonstration of the combined system at-sea. This is not a solicitation as the award is an intended sole source; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by ONR.
