Solicitation # RFI-PGI-20260929
The Department of the Navy is issuing Request for Information RFI-PGI-20260929 to gather industry feedback for the Pacific Greenfield initiative. This effort aims to establish advanced manufacturing and industrial resilience capabilities on existing non-excess Navy property on Oahu, Hawaii. The primary goal is to reduce reliance on long-lead continental United States supply chains by enabling theater-scale production of critical components, including metals, composites, electronics, and large-format printing, with a target capacity of hundreds to thousands of units. The Navy is seeking information on industrial-scale facility concepts, modern manufacturing footprints, and the integration of robust utility infrastructure, such as microgrids and circular resource-recovery systems, while emphasizing the development of the local Hawaii workforce through training pipelines. This RFI is strictly for market research and planning purposes and does not constitute a solicitation or a commitment to award a contract. The Navy is exploring various acquisition and partnership models, including Enhanced Use Leases, Other Transaction Agreements, and joint ventures, to leverage private investment and reduce federal capital requirements. Interested parties, including specialized small businesses, are invited to submit high-level concepts addressing site requirements, financing approaches, and development timelines. Responses are limited to 20 pages and must be submitted by 17:00 HST on November 10, 2026.
