NASA Johnson Space Center is seeking to procure two modified MV130X valves along with a development plan for modifications to the MFV400 Regulator. This procurement will be issued as a sole source contract to Marotta Controls Inc., located in Montville, New Jersey, due to their exclusive ownership of the technical data, specifications, and manufacturing processes for these components. The valves and regulator are critical for testing at the Glenn Research Center, and any delays in obtaining these items could negatively impact the Artemis mission schedule. The acquisition will be conducted under FAR Part 12, which applies to commercial items, and Marotta Controls has been identified as the sole provider capable of supplying and supporting this hardware. While NASA intends to award the contract to Marotta Controls, other interested vendors are invited to submit their qualifications by May 26, 2026, for consideration of a competitive procurement. However, the government reserves the right to proceed without competition if it determines that only Marotta Controls can fulfill the requirements. The procurement falls under NAICS Code 332912 and is managed by NASA Johnson Space Center in Houston, Texas. Points of contact for the acquisition include Andrea Browne and Amber Coyne. The contracting authority also references an ombudsman clause to ensure fairness in the acquisition process.

NASA/JSC has a requirement for a QTY of two (2) modified MV130X valves and a development plan for modifications to the MFV400 Regulator.

NASA/JSC intends to issue a sole source contract to MAROTTA CONTROLS INC, 78 Boonton AVE Montville, New Jersey 07045 United States, under the authority of FAR 12.102(a). It has been determined that MAROTTA CONTROLS INC is the sole provider of MV130X valves and MFV400 Regulator. These items are needed for testing at Glenn Research Center.  Delays in procuring these items will impact Artemis mission needs.  The vendor, Marotta Controls, Inc. maintains exclusive control of the technical data, specifications, drawings, and manufacturing processes associated with this hardware. Because the vendor holds all rights to the proprietary design and data, no other supplier can legally or technically produce, modify, or support this hardware for NASA to assess.

The Government intends to acquire a commercial product or service using FAR Part 12.

The NAICS Code for this requirement is 332912.

Interested vendors are encouraged to submit their capabilities and qualifications to perform the effort electronically via email to andrea.browne-1@nasa.gov not later than 5:00PM Central Standard Time on May 26, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
