AI Contract Overview
NASA Johnson Space Center is seeking two modified MV130X solenoid valves and a development plan for modifications to the MFV400 Regulator to support testing at Glenn Research Center, with the hardware intended to address high-pressure bang-bang regulation challenges at 6000 psi and flow rates between 25 g/s and 120 g/s of gaseous helium. The contract is planned as a sole source acquisition under FAR 12.102(a), with MAROTTA CONTROLS INC identified as the exclusive provider due to its proprietary control over the technical data, specifications, drawings, and manufacturing processes for these items, making it legally and technically impossible for any other vendor to produce or support them. The MV130X valves must be modified with PTFE or equivalent MAPTIS A-rated materials in place of Vespel seals to withstand hypergolic exposure, and each valve must be accompanied by its as-run acceptance test data. The development plan for the MFV400 Regulator must address Recommendation #1 in NESC-TI-20-01535. Delivery of the two valves and associated documentation is required no later than October 30, 2026, while the development plan must be delivered by December 31, 2026, with all items to be shipped to Jennifer Gratz at NASA Glenn Research Center in Cleveland, Ohio. The acquisition will be conducted under FAR Part 12 as a commercial product or service, and the NAICS code is 332912. NASA is soliciting vendor capabilities and qualifications through May 26, 2026, at 5:00 PM Central Standard Time via email to andrea.browne-1@nasa.gov solely to evaluate whether a competitive acquisition is feasible, though the agency retains full discretion to proceed without competition. The NASA clause 1852.215-84, Ombudsman, applies to this procurement, and additional procedural guidance is available through the posted Ombudsman directory.

Full Description
NASA/JSC has a requirement for a QTY of two (2) modified MV130X valves and a development plan for modifications to the MFV400 Regulator.
NASA/JSC intends to issue a sole source contract to MAROTTA CONTROLS INC, 78 Boonton AVE Montville, New Jersey 07045 United States, under the authority of FAR 12.102(a). It has been determined that MAROTTA CONTROLS INC is the sole provider of MV130X valves and MFV400 Regulator. These items are needed for testing at Glenn Research Center. Delays in procuring these items will impact Artemis mission needs. The vendor, Marotta Controls, Inc. maintains exclusive control of the technical data, specifications, drawings, and manufacturing processes associated with this hardware. Because the vendor holds all rights to the proprietary design and data, no other supplier can legally or technically produce, modify, or support this hardware for NASA to assess.
The Government intends to acquire a commercial product or service using FAR Part 12.
The NAICS Code for this requirement is 332912.
Interested vendors are encouraged to submit their capabilities and qualifications to perform the effort electronically via email to andrea.browne-1@nasa.gov not later than 5:00PM Central Standard Time on May 26, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
