MODULE ASSEMBLY, JET

This contract is for the procurement of 214 units of a MODULE ASSEMBLY, JET ALRE CAI RC001, a critical aircraft launch and recovery equipment item subject to strict engineering source approval requirements. Only offerors who are approved sources or who provide products from approved sources, as determined by the Naval Air Warfare Center Aircraft Division at Lakehurst, are eligible for award. Source approval must be demonstrated through a formal letter from NAVICP’s Engineering and Product Support Directorate or other verifiable evidence meeting NAVICP’s criteria. Offerors may be subject to a pre-award survey involving NAWC Lakehurst. Compliance with the Certificate of Quality Compliance and other specified CDRLs including the First Article Testing Report and Production Test and Inspection Report is mandatory. Technical data and quality requirements are governed by the DLA MASTER LIST OF TECHNICAL AND QUALITY REQUIREMENTS, with revisions controlled by the RFP issue date or amendment date for large acquisitions. All items must be marked per MIL-STD-129 with lot and serial numbers, contractor and manufacturer cage codes, and part numbers, along with specific bare item marking requirements including contract number and NAWC CAGE code. The item is classified as restricted source and prohibits the use of class I ozone-depleting chemicals and intentional introduction of mercury or mercury-containing compounds, except for specific exemptions such as functional mercury in certain devices, which must comply with NAVSEA 5100-003D containment standards. All technical data associated with this item is subject to export control under either ITAR or EAR, and may only be accessed by contractors with approved JCP certification, completion of required DLA training, and formal authorization. Distribution of technical data is restricted accordingly, and DFARS 252.225-7048 applies. Surplus materials are not acceptable, and all waivers or deviations classified as critical, major, or minor require submission to the DSC Contracting Officer. This solicitation is a total small business set-aside with a response deadline of July 24, 2026, and delivery must occur within 625 days after delivery order.
