The Ohio Department of Natural Resources (ODNR) manages campgrounds at 76 State Parks statewide with over 8,970 campsites. Since 2015, ODNR has been upgrading campground infrastructure to meet modern standards for full-service campsites. Mohican State Park requires upgrades to provide 50-amp electrical service, potable water hookups, sanitary sewer hookups, improved dump station function, stormwater upgrades, and site infrastructure enhancements. ODNR is requesting Statements of Qualifications (SOQ) from professional design firms interested in providing design, engineering, and construction administration services for utility and infrastructure improvements at the Mohican State Park Campgrounds. This project is part of ODNR’s ongoing efforts to modernize campground facilities statewide. The project includes full professional design and construction administration services for utility and site improvements within Mohican State Park’s campground areas. The design consultant will perform a comprehensive evaluation of existing utilities, including water distribution systems, sanitary sewer lines, wastewater disposal systems, storm drainage systems, electrical service distribution, and existing roadway or pavement conditions. The project will deliver designs for upgrades to the existing campground dump station and select campsites, including utility service additions, electrical-only upgrades at certain locations, parking pad expansions, regrading for proper drainage, stormwater improvements, and roadway resurfacing or reconstruction as required. Infrastructure improvements must be sized and aligned with master planning recommendations to ensure sustainability and future growth. Phased construction efforts to maintain maximum possible occupancy levels need to be considered throughout the design process. As scope and associated costs are solidified, projects of similar types, scope and budget may be added or removed as ODNR initiatives and funding allow. While ODNR anticipates centralized services from the selected Consultant at the ODNR Fountain Square complex at 2045 Morse Road, Columbus, Ohio 43229, travel will be necessary to complete the services. For the purposes of scoring proximity to project site, the ODNR Fountain Square complex will be considered the project site.
Scope of Services: Request for Qualifications (Registered Design Professional*) State of Ohio Standard Forms and Documents The project scope will be evaluated, prioritized, and reconciled with existing master plans, beginning with the confirmation of facility and site assessments. Evaluation of the project construction schedule will also be part of the Program Verification stage. Upon award of the Agreement, the selected firm will commence by developing the Program Verification. The selected firm shall apply for and obtain all necessary regulatory permits, maintain current estimates of probable construction costs through the design phase, and provide construction administration services. Permitting and/or coordination with United States Army Corps of Engineers (USACE), United States Fish and Wildlife Service (USFWS), ODNR Dam Safety Program, ODNR Division of Wildlife, Ohio Environmental Protection Agency (OEPA), State Historic Preservation Office (SHPO), and the local floodplain administrators will be required. The selected firm will provide the engineering analysis and calculations needed to advance the design, including structural, geotechnical, and hydraulics engineering. All design and construction shall comply with the current editions of all applicable national, state, and local codes, as well as accessibility standards, including ADA, ICC A117.1, and the ABA Outdoor Developed Areas Guidelines. The Ohio Department of Natural Resources Division of Engineering has developed a set of design guidelines for construction projects. It is expected that all architects, engineers, consultants, and contractors will be familiar with these design guidelines which will serve as the preference for all construction projects when developing final project specifications. The selected Construction Manager at Risk (“CM”), as a portion of its required Scope of Services and prior to submitting its proposal, will discuss and clarify with the Contracting Authority and/or Owner, the breakdown of the Agreement detailed cost components, to address the Owner’s project requirements and refine the project schedule. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: provide constructability review comments on documents produced by the A/E during the Schematic Design, Design Development, and Construction Document stages; develop and maintain estimates of probable construction cost, value engineering, project schedules, and construction schedules; lead and manage the Subcontractor Prequalification and Bidding process, Construction and Closeout Stage. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. During the construction period, provide not less than 8 hours (excluding travel time) on-site construction administration services each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-site representation comprised of the A/E and its consultant staff involved in the primary design of the project, all having relevant and appropriate types of construction administration experience. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Experience with similar scope (campgrounds, dump stations). 2. Experience with environmental permitting and cultural resources assessment services. 3. Ability to manage design and construction projects in an occupied State Park setting. 4. Experience coordinating with USACE. 5. Experience with subsurface utility assessments. 6. Ability to design project scope within budget in current market conditions with regional cost factors. 7. Experience with construction cost-estimating/analysis for natural resource facilities. 8. Experience managing the State of Ohio contract documents and OAKS CI. 9. Experience with ODNR Capital improvement projects. 10. Experience with Master Planning and future needs planning.
