Monaco Windows 11 Technology Upgrade


The 319th Contracting Squadron, Grand Forks Air Force Base, intends to award a sole source, firm fixed price contract to Monaco Enterprises, Inc. This procurement is required in order to provide the D-21 Windows 11 Technology Upgrade for fire alarm and emergency notification systems at Grand Forks AFB, ND. This procurement is intended to be awarded as a sole source due to the proprietary rights Monaco Enterprises, Inc. has over the D-21 Alarm Reporting Software and database configurations that will be used in the automated dispatch systems at Grand Forks AFB. The NAICS for this requirement is 334290 with a size standard of 800 Employees.


This purchase will be made under authority 41 U.S.C. 1901, as implemented by Revolutionary FAR Overhaul (RFO) 12.102 “Restricting Competition.” This purchase will be made utilizing Simplified Acquisition Procedures as authorized by RFO 12.201-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.


A copy of the Single Source Justification will be posted with this notice which is estimated to be posted on 8 SEP 2026.
