This procurement involves the acquisition of 90 Head-Up Display monitors, part number 46431110-30, for delivery to Hill Air Force Base by March 30, 2020. The government intends to award an Indefinite Delivery Indefinite Quantity contract featuring five one-year ordering periods. Due to the specialized nature of the equipment, the government is seeking to negotiate with a limited number of sources under FAR 6.302, as the parts require specific engineering source approval and unique manufacturing knowledge to maintain quality standards. The contract requires a first article test and mandates that the offeror or manufacturer meet all qualification requirements at the time of award. Because the approved sources retain essential data rights and technical knowledge not economically available to the government, any alternate source must undergo a rigorous qualification process approved by the cognizant government engineering activity. Interested parties were given a limited window to identify their capabilities or propose commercial item alternatives.
