Montalvo STEM Education and Community Center Service Provider

The City of Flagstaff is seeking a qualified service provider for the Montalvo STEM Education and Community Center under solicitation 2027-022. This project involves the operation of a new facility in the Sunnyside neighborhood, constructed on the site of a decommissioned fire station to provide STEM education and community assets for local youth. The selected provider will enter into a Facility Use License Agreement and will be responsible for delivering structured programming, ideally five days per week, while managing all tenant costs, including utilities and daily custodial maintenance. Key deliverables include coordinating community showcases, family nights, and collaborating with local schools and nonprofits, as well as submitting annual performance reports to the City Council regarding attendance, demographics, and program outcomes. Proposals are due by November 6, 2026, and must be submitted electronically, not exceeding 20 pages. Evaluation is based on the proposer's qualifications, project understanding, proposed approach, and budget. The successful provider must maintain significant insurance coverages, including $2,000,000 for general aggregate and umbrella liability, and $1,000,000 for automobile liability. The facility is provided in as-is condition, and the City retains the right to conduct inspections with 24 hours' notice. The agreement may be terminated for convenience by either party with 60 days' written notice, though the City may terminate immediately for failure to perform obligations.
