Morehouse Torque Frame Retrofit

The Naval Surface Warfare Center Corona Division is seeking a sole source Firm Fixed Price contract from MOREHOUSE INSTRUMENT COMPANY for the Morehouse Torque Frame Retrofit, an all-or-none requirement under NAICS code 334111, with no set-aside for small businesses. The acquisition is conducted via a combined synopsis/solicitation with no separate written solicitation issued, and all offers must be submitted electronically in PDF or MS Word format to the designated email address by the response deadline of May 26, 2026. Offerors must maintain an active, unexcluded registration in the System for Award Management and comply with all solicitation requirements, including providing pricing for all contract line items, delivery lead time, CAGE code, and detailed product information such as part numbers and SKUs. The contract calls for two units of the MH-TQ-RTF retrofit, each including a new plate for the arm, to be delivered within 60 calendar days of award to the Calibration Standards Ready Issue Activity at MCAS Beaufort, South Carolina, under Contractor Destination FOB terms. Pricing must include all shipping and Unique Item Identification (IUID) costs if the item’s unit cost is $5,000 or more and no separate CLIN is specified. Compliance with packaging standards per ASTM-D-3951-18 is mandatory, including proper marking, packing lists, and prohibition of materials such as asbestos, excelsior, newspaper, loose fill polystyrene, and yellow packaging. Items must be uniquely identified per MIL-STD-130 and shipped labeled in accordance with MIL-STD-129, with verification of machine readability.
