Defense Finance and Accounting Service (DFAS), Contract Services Directorate, is conducting market research to identify qualified and experienced sources for a KeyWatcher Touch Key Cabinet manufactured by Morse Watchman Inc. This requirement is critical for the security of government facilities. The system must provide seamless integration with the existing Lenel OnGuard access control system and support authentication via the Government Common Access Card (CAC).


The ideal provider must be an authorized reseller for Morse Watchman products. The KeyWatcher Touch Key Cabinet must be meet the following minimum requirements:



Hardware - Morse Watchman 120-Key KeyWatcher Touch Cabinet & Accessories


System Integration - Certified for native integration with Lenel OnGuard® Access Control


Regulatory Compliance - Aligns with NIST SP 800-53, 800-63-4, and CNSSI 4009-2015


Identity Management - Fully compatible with PC/SC certified smart card readers (CAC.mil)
