Solicitation # SPE4A7-26-R-0755
Solicitation SPE4A7-26-R-0755 is a sealed bid for a Firm Fixed Price, Indefinite Quantity Contract (IQC) issued by DLA Aviation for the procurement of Bypass Indicators (NSN 2915-01-313-4615). The contract encompasses a five-year base period with a guaranteed minimum quantity of 20 units and an estimated annual requirement of 80 units. This item is designated as an Air Force Critical Safety Item (CSI) and is source-controlled, requiring manufacture and testing in accordance with specific limited rights data and basic drawing 99167 5907808. Due to the proprietary nature of the technical data package, only vendors with existing access to the data or traceability to approved sources are eligible to quote. The contract mandates strict quality and security compliance, including SAE AS9100 higher-level quality requirements and Cybersecurity Maturity Model Certification (CMMC) Level 2. Inspection and acceptance are conducted at the origin, with sampling performed according to MIL-STD-1916 or ASQ H1331, requiring zero non-conformances for acceptance. Packaging must adhere to MIL-STD-2073-1E and RP001, while marking must comply with MIL-STD-129, including the contractor and manufacturer CAGE codes and part numbers. Delivery is specified as FOB Destination with a lead time of 308 days after receipt of order. Award determination will be based on a comparative assessment of price, past performance, and other evaluation factors, with SPRS assessments weighted most heavily within the past performance category.

The contract is for the procurement of 10 units of MOTOR, CONVERTER with NSN 1680-00-139-0550, under solicitation SPE4A7-26-T-306T, issued by the Defense Logistics Agency Aviation through the ASC Supplier Oper AE and AF Division. Delivery is required within 21 days of order direction to Tinker AFB, Oklahoma, with FOB Origin terms, meaning the contractor assumes all transportation costs and risks until delivery at a contiguous U.S. location. The contract is fixed-price and governed by a comprehensive set of FAR and DFARS clauses, including cybersecurity protections under 252.204-7012 and 252.204-7020, which mandate NIST SP 800-171 compliance and mandatory assessment submissions via the Supplier Performance Risk System. Technical data associated with this item is subject to export controls under ITAR or EAR, restricting access to only those contractors certified under the US/Canada Joint Certification Program, who have completed mandatory DLA training and questionnaire, and are approved to handle such data. Packaging must conform to ASTM D3951 and RP001 DLA requirements, with labeling and marking following MIL-STD-129, including hazard and radioactive material disclosures as applicable. Inspection and acceptance occur at origin, using MIL-STD-1916 or ASQ Z1.4 sampling with strict AQLs of 0.1 for critical defects. All invoicing must be submitted electronically via WAWF using approved document types. Offerors must hold a valid UEI and CAGE code, represent their small business status accurately on SAM.gov, and comply with quality management standards such as ISO 9001:2015. The evaluation is based on technical acceptability, including cybersecurity compliance and JCP certification, with failure in these areas resulting in disqualification, though the basis of award—whether LPTA or best value—is not specified. Pricing details are incomplete in the CLIN table, rendering the estimated contract value unavailable. Additional requirements include whistleblower notification, prohibition on covered telecommunications equipment, hazardous material labeling per 29 CFR 1910.1200, and compliance with all applicable DoD instructions and defense logistics standards.
