Motor Grader Tire Re-Treading Services

The City of Saskatoon is soliciting quotations for motor grader tire re-treading services under RFQ 26-0463. The contract is intended to cover approximately 50 tire re-treads for Michelin X SnoPlus tires (17.5R25 L2*TL) on an as-needed basis. The scope of work includes the removal of dirt and debris using specialized machinery to extend tire life, with a requirement for completed tires to be available with minimal lead time. The anticipated contract term is one year, with an expected execution date in November 2026. All quoted rates must be all-inclusive, covering labor, materials, travel, carriage, and insurance, and must be delivered F.O.B. Destination, Freight Prepaid to the City's place of business. The evaluation process follows a three-stage sequential method: a review for compliance with mandatory submission requirements, a review of mandatory technical requirements, and finally, a pricing evaluation. The contract will be awarded to the respondent with the lowest total price. Mandatory technical requirements include ISO 9001 certification and the use of approved re-treading procedures and materials. As pre-conditions of award, successful respondents must provide proof of commercial general liability insurance with a limit of at least $2,000,000 per occurrence and a Saskatchewan Workers’ Compensation Act clearance letter.
