Solicitation SPE4A7-27-T-0992 is a request for quotations issued by the DLA Weapons Support ASC Supplier Operator and AF Div for the procurement of 33 resilient weapon system mounts. The items, identified by NSN 5342014758632 and Shock Tech Inc part number FM25-S01M, are manufactured from silicone. This procurement is set aside for Women-Owned Small Businesses (WOSB). A critical constraint is that no approved Technical Data Package is currently available as the data is proprietary or insufficient for competitive procurement. The items are designated as Type I (Code Z) with a non-extendable shelf life of 240 months, and they must have at least 85 percent of this shelf life remaining upon delivery. Delivery is required by April 6, 2027, with an original required delivery date of December 14, 2028, shipped FOB Origin to DLA Distribution San Joaquin in Tracy, California. Inspection and acceptance will occur at the destination per FAR 52.246-2. Quality assurance requires sampling in accordance with MIL-STD-1916 or ASQ H1331, and packaging must comply with MIL-STD-2073-1E and MIL-STD-129. The contract incorporates various FAR and DFARS clauses, including limitations on subcontracting, NIST SP 800-171 assessment requirements, and strict adherence to the Buy American Act and Berry Amendment. Invoicing must be processed electronically through the Wide Area WorkFlow (WAWF) system. Award may be automated, and the government will not evaluate offers utilizing additive manufacturing unless specifically authorized.
