Sealed Bids for the construction of the Mountainside Resort/Stowe Interconnection Project will be received by Mountainside Resort at Stowe Owners Association, Inc. (Mountainside) at the office of Weston & Sampson Engineers (98 South Main Street, Waterbury, VT 05676), until 1:00 PM local time on October 30, 2026, at which time the Bids received will be publicly opened and read. The Project consists of: Connection to the Stowe Public Water System, Installation of new booster pump system, controls, and other appurtenances, and abandonment of the existing water supply well. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form. The Issuing Office for the Bidding Documents is: Blueprints, Etc (802-865-4503). Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM – 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents also may be examined online at the Blueprints, Etc. Plan Room (https://secure.blueprintsetc.com/planroom/view/default.aspx). Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available via FTP download (as portable document format (PDF) files) for a non-refundable charge of $125. Alternatively, printed Bidding Documents may be obtained from the Issuing Office either via in-person pick-up or via mail, upon Issuing Office’s receipt of payment for the Bidding Documents. The non-refundable cost of printed Bidding Documents is $250 per set, payable to “Blueprints, Etc.”, plus a non-refundable shipping charge. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. A pre-bid conference will be held at 10 AM local time on October 8, 2026 at the site (Mountainside Resort Offices, 31 Mountainside Drive, Stowe VT). Attendance at the pre-bid conference is highly encouraged but is not mandatory. Bid security shall be furnished in accordance with the Instructions to Bidders. This project is funded in part through the Vermont Drinking and/or Clean Water State Revolving Fund. Consequently, the following provisions apply to this WORK (more detail for each of these provisions can be found in Instruction to Bidders): 1. Bid security in accordance with the Instructions to Bidders 2. Disadvantaged Business Enterprise (DBE) requirements 3. Performance BOND and Payment BOND each in the amount of 100% of the contract price 4. ‘American Iron and Steel (AIS) provisions of P.L. 113-76, Consolidated Appropriations Act 5. Federal Wage Rates as determined under the Davis-Bacon Act 6. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-24-02, Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, October 25, 2023.
