The Millennium Challenge Account–Mozambique is seeking qualified offerors to design and build a new 1.8-kilometer bridge across the Licungo River and a 17.2-kilometer bypass road around Mocuba in Zambezia Province, Mozambique, as part of the Rural Connectivity and Transport Project. This infrastructure initiative is critical to improving the N1 national road, a primary north-south transportation corridor in the country, and is funded entirely by the U.S. Millennium Challenge Corporation through upfront, fully obligated compact funding, with payments made directly from the U.S. Treasury to successful bidders. The procurement follows the Quality and Price-Based Selection method under MCC guidelines, open to all eligible international firms, and requires detailed technical proposals alongside competitive pricing. The project demands comprehensive engineering expertise to deliver a high-standard, durable transportation link in a challenging geographic context. Interested parties must register via a designated online form to access full bidding documents, and mandatory site visits are scheduled for May 14–15, 2026, with a pre-offer conference to be held online on May 22, 2026. All proposals must be submitted electronically by 3:00 p.m. Mozambique time on August 3, 2026, through a secure portal, with public electronic opening of bids to follow at 4:00 p.m. on the same day. Clarifications may be submitted via email to the Procurement Agent up to ten days before the deadline. Late submissions will be automatically rejected, and all communication and documentation must comply strictly with the established MCC procurement protocols. The contracting authority is based in Maputo, with technical and administrative coordination handled through the appointed Procurement Agent.
