The contract involves the design and construction of the New Licungo River Bridge, spanning 1.8 kilometers, and the Mocuba Bypass Road, extending 17.2 kilometers, both located in the Zambezia Province of Mozambique. This project is part of the Rural Connectivity and Transport initiative, funded by the Millennium Challenge Corporation (MCC) through the Millennium Challenge Account - Mozambique. The infrastructure works are critical as they are situated on the N1 national road, which is a key transport corridor connecting the northern and southern regions of the country. The contract follows a Design and Build procurement type, utilizing the Quality and Price-Based Selection (QPBS) process, ensuring that both the technical quality and cost are factored into the award decision. The procurement is fully financed upfront by MCC funds, which means that payment security is assured through direct disbursements from the US Treasury to the contracted parties. Interested offerors must register online to obtain bidding documents, participate in scheduled site visits in mid-May 2026, and attend a pre-offer conference via an online event later that month. The deadline for submitting proposals is August 3, 2026, with electronic submissions required by 3:00 pm Mozambique time. Offers will be publicly opened the same day at 4:00 pm through an online event. Clarifications can be requested via email, with responses provided ten days before the submission deadline. Contact for all procurement-related inquiries is the designated Procurement Agent at Millennium Challenge Account-Mozambique based in Maputo.
