MPA 498 FY27 OE Fence Installation and Repair

Solicitation OEV27006856 is an Open Enrollment request from the State of Rhode Island to establish a Master Price Agreement (MPA) for a qualified vendor list to provide fencing installation, repairs, and related services. The scope of work includes the removal of existing fencing and foundations, installation of various fence types, wood guardrails, and utility bollards, as well as site preparation and debris removal. All work must comply with Rhode Island Department of Transportation Standard Specifications, specifically the Blue Book Section 900 and Division III, Part M. Awarded vendors will be eligible for mini-bids on specific projects, for which they must provide itemized, firm fixed-price quotes covering only parts and labor, with no additional charges for travel, mileage, or shipping. To be included on the qualified vendor list, applicants must pass a Pass/Fail evaluation requiring a current Rhode Island Contractors Registration Certificate and a list of three comparable customers or municipalities served within the last three years. Proposals must be submitted via WebProcure by August 24, 2026, at 1:15pm and must include a completed Vendor Assessment Form and an MBE Participation Acknowledgment. Contractors are required to make a good faith effort to include Minority, Women, or Veteran-Owned Business Enterprises, with a minimum participation goal of 15%. Additionally, vendors must provide a 12-month warranty on all workmanship and parts and adhere to strict state and federal occupational health and safety standards.
