AI Contract Overview

The Naval Air Warfare Center Aircraft Division Lakehurst intends to award a five-year, firm-fixed-price, Indefinite-Delivery/Indefinite-Quantity contract to Brackett Aircraft Company, Inc. on a sole source basis. This procurement covers various pieces of peculiar support equipment for the MQ-8B Fire Scout Unmanned Aircraft Systems Program, specifically aircraft ground servicing braces, towbar assemblies, and towbar tow arms. These items are critical for the daily operations and maintenance of the aircraft and are modified commercial products originally developed by the vendor. The government has determined that Brackett Aircraft Company is the only reasonable source because the equipment is specifically designed to interface with the MQ-8B airframe, and the government lacks the technical data required for competitive procurement or organic manufacturing. Using alternate items could jeopardize fleet safety or damage the aircraft. While this notice serves as an informational synopsis rather than a request for proposals, the government will consider technical capability responses from other registered vendors within 15 days of publication to determine if the requirement should be opened to competition.

These PSE items are modified commercial items that have been designed for use with the MQ-8B Aircraft. They have been tested and validated for use on the aircraft, are logistically supported, and are currently being used by the fleet. The procurement of alternate items that have not been designed to properly interface with the MQ-8B could cause damage to the aircraft and jeopardize the safety of Fleet maintainers. These PSE end items were originally developed by Brackett Aircraft Company, Inc. for the Schweizer 333 commercial aircraft, from which the MQ-8B airframe is derived. Brackett Aircraft Company, Inc. modified these items slightly to interface with the MQ-8B and no alternate parts are available in the commercial market to fulfill this requirement. The Government does not possess the required technical data to enable competitive procurement or organic manufacturing for the PSE items. The technical data is necessary to ensure that the correct materials, dimensions, tolerances, performance requirements/limitations, and interfaces are used to enable safe and effective maintenance on the MQ-8B UAS. The Government will not pay for information received. The Government retains the right not to compete this requirement based on responses to this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. No solicitation will be available for this procurement. Unless stated herein, no additional information is available. Requests for the same will be disregarded.
