Synopsis of proposed contract action for All Metal Sales, Inc. to manufacture 50 feet of seamless Monel K500 tubing. The reference number for this synopsis is F1SRQR0353A001. The Air Force Research Lab (AFRL) requires high-pressure, oxygen-compatible tubing for use in the oxygen systems of the Multiscale Rocket Engine Test (MRET) Facility. A total of 50 feet of tubing is required. MRET is a new high-pressure, small scale rocket engine test facility that is being constructed. This system involves several 10,000 psi flow systems. Valves, regulators, and other components have been purchased for this system already, but tubing is needed to connect these components. The place of performance is AFRL at Edwards AFB, CA. The tubing must meet the following additional requirements: - Rated to 10,000 psi. - The requirement for Monel K500 may be relaxed and another material may be substituted if it can be shown to have yield and tensile strengths exceeding that of stainless steel 316L over the range of temperatures from ?320'F to 150'F. - Oxygen compatibility similar to Monel K500 over these temperature ranges must also be maintained. - Must have a nominal OD of two (2) inches and a nominal ID of one (1) inch; wall thickness is one-half (1/2) inch. - The 50 total feet may be made up of random lengths of 10 feet and greater. Note: The typical Monel, Monel 400, does not meet this requirement. The Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division (PZRA), on behalf of The Air Force Rocket Laboratories (AFRL/RQRC) at Edwards Air Force Base (EAFB) in California, intends to issue an award to All Metal Sales, Inc., a Small Business on a sole source basis in accordance with FAR 19.1506(b). The estimated contract award date is 31 MAY 2021. The anticipated contract will be a Firm Fixed Price (FFP). The statutory authority which permits a solicitation from one source is FAR 19.1506(b).
