AI Contract Overview
Hillsborough County intends to award a sole-source contract to Ten-8 Fire and Safety LLC for the maintenance and repair of MSA Self-Contained Breathing Apparatus (SCBA) equipment over a five-year period from October 1, 2026, to September 30, 2031, with an estimated total cost of $778,185. The vendor, as the sole authorized distributor and CARE-certified repair center for MSA SCBA systems in the Municipal Fire Service Market for Hillsborough County, is required to perform all services in strict accordance with manufacturer specifications to ensure equipment reliability, safety, and warranty compliance. Services include regular and emergency labor, inspection, preventive maintenance, repairs, SCBA flow testing, facepiece fit and leak test combinations, hydrostatic testing, facepiece cleaning, and sanitation decontamination. Pricing is structured with annually increasing rates for each service line item due to scheduled adjustments tied to MSA’s published list pricing, though a firm 15% discount off list remains locked in for the contract term. Annual totals range from $104,250 in Year 1 to $186,890 in Year 4, with Year 5 returning to $118,885, reflecting variations in projected service volume. The contract allows the County to extend the term, adjust scope, and increase funding as operational needs evolve. All work must be performed in Florida to support critical life safety operations for fire department personnel operating in hazardous environments. This procurement is conducted under Section 3-205(2)(e) of the County’s Procurement Policy as a sole-source action due to the vendor’s exclusive status as MSA’s certified provider for the region, and it is not open to competitive bidding. Any contractor wishing to challenge the intended award must submit clear and convincing evidence via the EUNA Procurement portal by the close date of June 29, 2026, demonstrating the existence of bona fide competition. The County will evaluate all timely challenges solely to determine whether a competitive solicitation should be initiated; absent valid challenges, the award to Ten-8 Fire and Safety LLC is expected to proceed after the deadline. No formal inspection and acceptance procedures, packaging requirements, or detailed contract administration data are specified beyond the requirement for certified service and documentation. All pricing and service volumes are outlined in a detailed line-item schedule, with total costs accounting for both routine and emergency service needs over the
