AI Contract Overview
The contract solicits firm-fixed-price toilet pumping services for thirteen Forest Service-owned campground and trailhead facilities located across the Mt. Pinos Ranger District within the Los Padres National Forest in California. Spanning multiple counties—including Ventura, Kern, San Bernardino, Santa Barbara, and Monterey—the contract requires servicing remote sites accessible by rugged, often unpaved forest roads, some requiring 4WD capability. Service is to be performed annually during a seasonal window from May through October, over a base year plus four one-year option periods, totaling up to five years. The contractor must supply all labor, materials, equipment, transportation, and incidentals necessary to pump vault and septic tanks to specified residual levels without compacting waste, ensuring all waste and trash are properly removed and disposed of off National Forest lands in compliance with all federal, state, and local regulations. The contract incorporates detailed, site-specific pumping procedures, cleaning and disinfection standards, and mandates immediate notification of any septic release incidents. Additionally, the contractor must manage security protocols, vehicle and safety standards, and maintain compliance with the Service Contract Act, including adherence to applicable wage determinations that cover multiple California counties involved in the contract area. Offers are due by December 17, 2025, and the procurement is set aside as a Total Small Business Set-Aside under NAICS code 562991. Evaluation follows a Lowest Price Technically Acceptable (LPTA) model, emphasizing past performance and price competitiveness, with the government reserving the right to evaluate successive offers until a technically acceptable and reasonably priced contractor is identified. The contract documents include comprehensive wage determinations to ensure fair labor standards across all geographic areas of performance. Contract clauses address ethical conduct, employee whistleblower protections, security requirements, and compliance with regulations on electronic payments and subcontracting to safeguard government interests. Inspection and acceptance will occur at service locations, with the government retaining oversight responsibility. Deliverables include detailed reporting on gallons pumped per site. The contract requires the contractor to submit two separate proposal volumes—technical and price—and strictly adheres to submission protocols via email to the designated USDA Forest Service Contract Specialist.
