This contract involves the repair and support of critical avionics components for the TH-1H Helicopter, specifically the Multi-Function Display (MFD) and Signal Data Processor (also known as the Engine Data Concentrator Unit). The procurement covers a fleet of 28 aircraft, with an estimated annual requirement of 20 units for the MFD and 15 units for the Signal Data Processor, over a one-year basic ordering period followed by four additional ordering periods. The contract is designated as a sole-source requirement awarded to Astronautics Corporation of America, located in Milwaukee, Wisconsin, under the authority of 10 U.S.C 2304(c)(1), indicating only a responsible source can fulfill the needs, and no alternative suppliers are considered. The government does not hold ownership rights to the data or technical rights associated with these components, emphasizing the proprietary nature of the items. The anticipated contract award is scheduled for September 2025, with all inquiries directed in writing to the designated contracting officer. Supporting documentation includes detailed packaging standards aligned with military standards, ensuring proper handling and shipping of sensitive equipment, and a comprehensive Performance Work Statement that outlines the technical and quality requirements for the repair services. The packaging requirements specify compliance with MIL-STD standards and address environmental and safety considerations, including restrictions on wood packaging materials. The repair scope is further supported by technical guidelines for quality assurance, safety protocols, and supply chain management, including cybersecurity and foreign influence considerations. Overall, the contract emphasizes the need for specialized, proprietary repair services for critical helicopter avionics components, with strict adherence to military standards and procurement regulations.

Repair of the Attitude Heading Reference System (AHRS) Applicable to the TH-1H Helicopter
Solicitation # FD20602700066
The Department of the Air Force is conducting a market survey via solicitation FD20602700066 to identify potential sources capable of repairing Attitude-Heading Gyroscopes (LCR-92 and LCR-100) for the TH-1H Helicopter. The government is seeking sources with the required repair data, capabilities, and experience to support these specific parts, which are manufactured by Northrop Grumman LITEF GMBH. A critical requirement for all respondents is the possession of existing access and proprietary authority to the Original Equipment Manufacturer technical data. Any replacement materials used during repair must equal or exceed the quality of the original parts. The intended procurement strategy is a five-year Firm Fixed Price contract consisting of a basic period and four ordering periods, with a planned period of performance from January 1, 2028, through December 31, 2033. While the action will not be a small business set-aside, both large and small businesses are encouraged to participate in this research. This current effort is a Request for Information and not a formal solicitation for proposals; therefore, no contract will be awarded based on the responses to this RFI. Interested parties should provide documentation supporting their capability to meet the requirements to the primary point of contact, Yashica Woods.
