The United States Department of Agriculture, through the Animal Plant Health Inspection Service and Plant Protection and Quarantine facility in Edinburg, Texas, intends to award a sole source interim order to Better World Manufacturing, Inc. for the supply of Multi lure Traps. This procurement is established as a five-year Blanket Purchase Agreement beginning after fiscal year 2020. The decision to use a single source is based on the fact that Better World Manufacturing, Inc. is the only manufacturer of this specific patented trap, which is essential for the detection of male Mediterranean Fruit Flies. These traps are critical to the integrity of eradication efforts, as the Mediterranean Fruit Fly is a highly destructive agricultural pest affecting a wide variety of commercial fruits, nuts, and vegetables. The acquisition falls under NAICS code 326199 for All Other Plastics Product Manufacturing. While this is a notice of intent for a sole source award, interested firms capable of meeting the requirements were invited to submit detailed capability statements to the contracting officer for consideration.

The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Plant Protection and Quarantine (PPQ) Facility located in Edinburg, TX intends to award an interim order to sole source, Better World Manufacturing, Inc. DUNS: 842402331 CAGE Code: 3NLA8 for the supply of Multi lure Traps. The new five-year Blanket Purchase Agreement referenced in Fedbizopps sole source announcement # PR-19-953053 will begin after the new fiscal year 2020. This sole source requirement is applicable to FAR part 13.106-1 Soliciting competition (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Better World Manufacturing, Inc. is the only manufacturer of this trap. The Multilure trap is patented in the United States. Patent number is US 6,532,695 B1 dated March 18, 2003. The USDA-APHIS-PPQ uses a delimitation grid that relies on Multi-Lure based traps that have been proven effective at detecting male Medflies. Without this trap it would be difficult to maintain an effective survey to monitor the presence or absence of any other wild Medflies within the release area. Failure to detect additional wild flies would seriously compromise the integrity of the eradication effort and could ultimately either add to the overall cost or even prevent its successful completion. The Mediterranean Fruit Fly (Ceratitis capitata or Medfly) is considered the most important agricultural pest in the world causing wide spread damage. The Medfly has spread throughout the Mediterranean region, southern Europe, the Middle East, Western Australia, South and Central America and Hawaii. The first of numerous U.S. mainland infestations occurred in Florida in 1929. It has been recorded infesting a wide range of commercial and garden fruits, nuts and vegetables, including apple, avocado, bell pepper, citrus, melon, peach, plum and tomato. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet this requirement it must furnish information about its products and services to the Contracting Officer listed on this notice by 4:00pm. Mountain Time (MT) on or before the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 326199 All Other Plastics Product Manufacturing, and the Small business size standard is 750 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered. Capability statements may be sent to: Carol Dingess, Contracting Officer , USDA-APHIS-MRPBS, AAMD Procurement Branch, 2150 Centre Avenue Building B MS (2E20) Fort Collins , CO 80526, or via email @ contact@example.gov or fax @ +1 (555) 000-0000.
