Solicitation SPE4A517R0354 is for a long term contract involving multiple NIINs for DLA Aviation, consisting of one base year and four one-year options. The contract is being solicited on an other than full and open competitive basis, with pricing evaluated based on Estimated Annual Demand and a minimum delivery order quantity of five units. While Eaton Corporation is the current source, the government is open to proposals from the OEM, other suppliers, and surplus dealers, provided that adequate traceability documentation or a completed surplus certificate is submitted. The items are not classified as critical safety items, and there are no surge requirements. Because there is no approved technical data package available, non-OEM respondents must provide evidence of their ability to supply the items for the duration of the contract, including available quantities and pricing. Final award decisions will be based on a combination of price, past performance, and other evaluation factors. All solicitation documents are available electronically via the DIBBS website.
