Statewide Software & Customer Care Packages (CCPs)
Solicitation # DOT-SS-27-9006-DG
The Florida Department of Transportation is procuring a one-year Statewide Software & Customer Care Packages (CCPs) contract from Florida Level & Transit Co., Inc. under a single-source justification, as permitted by Section 287.057(3)(c) and (5)(c) of the Florida Statutes. This procurement is non-competitive due to the proprietary nature of Leica’s Customer Care Packages and software support, which are exclusively distributed in Florida by Florida Level & Transit Co., Inc., making it the sole source capable of providing the required maintenance, technical support, firmware updates, and API integration necessary to sustain the Florida Permanent Reference Network. The contract has an estimated value of $180,483.65 and is classified as a Firm-Fixed-Price arrangement, with performance extending across the entire state of Florida to ensure continuous, centimeter-level GNSS positioning accuracy for transportation asset management, emergency response, and surveying operations. The scope includes 24/7 operational support, software compatibility with existing Leica hardware, and integration with current FDOT surveying and mapping systems, with no physical delivery or packaging requirements due to the digital nature of the service. The solicitation, identified as DOT-SS-27-9006-DG, was posted on July 30, 2026, with responses due by August 20, 2026, and is managed electronically through the Vendor Bid System and DocuSign for execution. No competitive evaluation factors, weighting criteria, or additional clause-based requirements from FAR or DFARS are included, consistent with single-source procurements. The primary point of contact is Destyne Grayson, serving as the COTR, while Paul Baker, State Purchasing Administrator, and Anthony Pinyino, Assistant General Counsel, are responsible for procurement approval and legal concurrence, respectively. No specific start or end dates are designated for the performance period, nor are there option periods, special markings, invoicing methods, or accounting codes provided. The vendor’s UEI, CAGE code, small business status, or socioeconomic certifications are not disclosed, and there are no formal inspection criteria or quality standards referenced beyond functional performance requirements tied to the integrity and reliability of the FPRN. The sole supporting attachment is PUR7776.pdf, which certifies compliance with state single-source procedures and serves as the foundation for the procurement justification.
