Public tender openings will be suspended until further notice. Following solicitation closing, bid results will be recorded and may be obtained by e-mailing a request to the address indicated in the Invitation to Tender.
This bid solicitation cancels and supersedes previous bid solicitation number EZ899-230060/A dated 2022/06/14 with a closing of 2022/06/28 at 2:00 PM. A debriefing or feedback session will be provided upon request to bidders/offerors/suppliers who bid on the previous solicitation.
Two Phase Selection Process: This is the first phase (Phase One) of a two-phase competition. The first phase will evaluate the qualifications of all bidders. The second phase, (Phase Two), will invite the qualified bidders to provide a financial bid on the project based on the specifications and drawings. Upon award of a contract in Phase Two, the pre-qualification list resulting from the first phase will expire and will not be used in any other solicitation.

Location: Km 571.3 to Km 957.1, Various Locations Alaska Highway, B.C.
Work Description: Public Services and Procurement Canada has an upcoming requirement for Multi Year - Full Depth Reclamation & Bituminous Surface Treatment at various locations from Km 571.3 to Km 957.1 on the Alaska Highway, B.C. This will be a 2 year contract.
Work to be performed includes, but is not limited to the following:
1. Pulverizing bituminous surface treatment and base course material. 2. All Full Depth Reclamation Sections will require gravel placement. Amount will be determined by Departmental Representative. No separate payment will be made for gravel placement. 3. Blending, shaping and compacting pulverized material. 4. Applying bituminous surface treatment. 5. No separate payment for hauling aggregates from stockpile. 6. Supply two (2) labourer’s to rake center line seam, remove large rocks that make there way through the spreader and other areas as required. 7. Before spraying Emulsified Asphalt, sections may require sweeping as determined by Departmental Representative. No extra payment for pre-sweeping these sections. 8. Sweep complete road surface as often as necessary to remove all loose material completely off road surface over fore slope. If broom can’t completely remove loose material over fore slope, supplement with grader. No separate payment for grader if required. 9. If material requires screening, all costs will be incidental to the contract. 10. If pit becomes depleted no extra payment for hauling from the next nearest pit.
Site Visit: There is no site visit scheduled for this solicitation.
Delivery Date: All work including clean-up and demobilization must be completed by September 30, 2024.
Value of Project: To assist with insurance and bonding requirements, this project is estimated to cost between $5,000,001 to $20,000,000.
