AI Contract Overview

The 6th Contracting Squadron at MacDill AFB intends to negotiate a firm fixed price, sole source contract with Dominion Federal Corporation for the lease and maintenance of a 71,272 square foot temporary modular facility. This facility serves as the Multinational Coalition Center, providing essential workspace for USCENTCOM personnel and representatives from 50 different countries. The scope of work includes comprehensive facility maintenance and preventative care of building systems to ensure 100 percent mission capability. The agreement will also include an option for the government to purchase the equipment. This procurement is being conducted without full and open competition under FAR 6.302-1 because Dominion Federal Corporation owns the specialized facility, and no other suitable base facilities are available to accommodate the coalition staff's security and functional needs. Transitioning to another provider would result in unacceptable delays and substantial duplication of costs. While the government intends to negotiate with this single source, responsible parties were invited to submit capability statements by March 24, 2023, for the agency to determine if competitive procurement is warranted.

Full Description

The 6th Contracting Squadron, MacDill AFB, Florida, intends to negotiate a sole source contract with Dominion Federal Corporation, 6718 Whittier Ave Ste 220, McLean, VA 22101 for the lease with option to purchase of: 71,272 Square Foot Temporary Modular Facility, to include maintenance of the facilities. Lease also includes preventative maintenance as specified in the manufacturer's instructions for building systems, response to systems outages to maintain 100% mission capable systems. The contract will result in a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Any responses to this notice shall be submitted via email to Adam Gilreath at adam.gilreath@us.af.mil. Responses are due no later than 24 March 2023, 10:00 AM local time. (NAICS) code 531120. The following demonstrates that the contractor's unique qualifications or the nature of the acquisition requires use of FAR 6.302-1: Dominion Federal currently owns the facility and provides all maintenance. The current contract is a lease of the facility that expires 31 July 2023. These facilities provide USCENTCOM with workspace for representatives from 50 different countries and supporting US personnel. Due to their substantial security, space, and functional requirements, the coalition staff cannot be absorbed into any existing USCENTCOM facilities, and MacDill AFB does not have the available base facility that could be repurposed for this use. Because Dominion Federal owns the facility, award to any other contractor is not feasible. Therefore, this acquisition is for continued performance of a highly specialized requirement. Due to the facility being highly specialized and the fact that it is owned by Dominion Federal, award to any other source would result in unacceptable delays and substantial duplication of costs. The duplication of cost is not expected to be recovered through competition. FAR Clause 52.207-5 "Option to Purchase Equipment" will be included in the Solicitation/Contract.
