Full Description

This Request for Information (RFI) is being issued to assist the Air Force Life Cycle Management Center (AFLCMC) Space, Aerial & Nuclear Networks Division (HNA), Gateways/Tactical Data Links (TDL) Branch (HNAG) in determining industry's interest and capability in satisfying the M-CWCT requirements and to improve upon the Government's Common Data Link (CDL) Waveform test capability. Any information submitted by respondents to this RFI is strictly voluntary. The Government is seeking to procure portable test stations that are fully capable of reporting on a CDL terminal's compliance with CDL waveform specifications beyond those defined in Standard CDL (STD-CDL) waveforms. CDL waveforms are specifically being developed for supporting higher capacity data links and are Net-Centric Internet Protocol capable. Government test organizations require portable and modular test equipment for determining if CDL Terminals containing one or more of a family of CDL waveforms in either Unit Under Test (UUT) or in a System Under Test (SUT) configuration are compliant with CDL waveform specifications. The M-CWCT will be used to ensure CDL systems are capable of providing seamless real-time connectivity/interoperability between multiple Intelligence, Surveillance, and Reconnaissance (ISR) collection platforms. The Government is considering a cost-effective acquisition strategy to procure portable CDL test stations. This approach would require developer of the M-CWCT to incorporate CDL waveform components provided as Government Furnished Material (GFM) into the M-CWCT design. The waveform components would be made available in the form of Field Programmable Gate Array (FPGA) Intellectual Property (IP) Cores. These GFM IP cores would be developed by a Government sponsored Federally Funded Research and Development Center (FFRDC) and third party commercial IP vendors. The M-CWCT would host the GFM IP Cores using an open standard specification for common interfaces, Open Core Protocol (OCP), to communicate between waveform components and system interconnects. The GFM IP Cores would also be accompanied by comprehensive technical user documentation, system integration documents, and test guides.
