This agency proposes to issue a solicitation for a long-term, strategic sole source contract which will include multiple NSNs to support the following weapon systems including but not limited to: F-15 Eagle, F-16 Falcon, C-130 Hercules, and C/KC-135 Stratolifter Aircraft. It is anticipated that 48 NSNs will be priced for the initial contract award. Additional sole source items may be added to the contract. The proposed action is intended to be awarded on a sole source basis as supported by a J&A IAW FAR 6.302-1. The proposed sole source contract will be issued to Eaton Aerospace LLC CAGEs: 62983 and 90166. This is an unrestricted acquisition with origin inspection for DLA Direct (Stock) support. The proposed contract will be for a total five-year period of performance with a one-year base period, and four, one-year option periods. Letters expressing interest in subcontracting provided to the contracting officer will be forwarded to the identified manufacturer. Surplus dealers and small business dealers and distributors having existing stocks of surplus or newly manufactured approved material may respond to the synopsis/solicitation. Respondents will be required to complete a surplus certificate in accordance with Procurement Note C04 or provide adequate traceability documentation to show the product is acceptable. In addition, respondents will be required to identify the quantities available and price. DLA will consider all such responses and may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government. This is proposed to be a hybrid FAR Part 15 and FAR Part 12 effort. The proposed contract will be a firm-fixed price, indefinite delivery- indefinite quantity type contract. The attached listing of NSNs are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. A copy of the solicitation will be available via the DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil on the same issue date cited in the solicitation. Choose the Request for Proposals (RFP) / Invitation for Bid (IFB) option under Solicitations. Choose the search option, enter the search value, and click the submit button. Solicitations are in portable document format (PDF). To download and view these documents you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. A paper copy of the solicitation may be provided to requestors on a case by case basis if access to DIBBS is not available. The solicitation issue date is March 23, 2017.
