AFNORTH Carpet Replacement
Solicitation # FA481926QA061
Solicitation FA481926QA061 is a total small business set-aside under NAICS 314110 for the removal of existing flooring and installation of new carpet tile across approximately 4,200 square feet at the AFNORTH building at Tyndall Air Force Base, Florida. The project must be completed within 90 calendar days from the date of award. This requirement is governed by the Mandatory Air Force Carpet II Program, requiring the successful contractor to act as a Tier II installer and source all materials exclusively from one of seven authorized Tier I manufacturers. Contractor mark-ups or profits on actual material costs are prohibited, and proposals must utilize a specific CLIN structure for carpet, adhesive, and installation costs. The evaluation process consists of a two-step approach: first, a technical acceptability review based on material sourcing, project scheduling, and technical approach, followed by a best value determination via a trade-off process for acceptable quotes. While previous requirements for written proof of manufacturer-approved installer status during the quote submission phase were deleted via amendment, this remains a mandatory post-award performance requirement. Final proposal packages must be submitted by September 7, 2026, at 09:00 AM CST. All work must comply with Tyndall AFB Installation Facility Standards, the DoD Building Code, and applicable Unified Facilities Criteria.
