MX-15 Electro-Optical Infrared Sensor System and Components

The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, New Jersey, awarded a firm fixed-price delivery order under Basic Ordering Agreement N6833523G0003 for the procurement of MX-15 series Electro-Optical/Infrared (EO/IR) sensor systems, subsystems, associated equipment, and assemblies. The contract is managed through the Canadian Commercial Corporation (CCC), which subcontracts 100 percent of the work to the original equipment manufacturer, L3-Wescam, located in Waterdown, Ontario, Canada. This acquisition supports Foreign Military Sales, Foreign Military Financing, and Building Partner Capacity programs, providing critical intelligence, surveillance, and reconnaissance capabilities for international partners across aerial, land, and sea platforms. The award was made on a sole-source basis in accordance with FAR 6.302-1 and 10 U.S.C. 3204(a)(1), as L3-Wescam is the only responsible source capable of satisfying the agency's requirements due to proprietary technical data and OEM exclusivity. The scope of work includes the delivery of sensors and spare parts, as well as system integration, repairs, upgrades, technical assistance, and training. To maintain the validity of the sole-source justification, market research is required to be updated every 18 months. Performance and delivery are executed at the L3-Wescam facility in Canada, with contract administration handled by the Security Cooperation Program Office.
