This is a combined synopsis/solicitation for commercial products prepared in accordance with the format Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice and the attached Standard Form 1449 (SF-1449). This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.


This solicitation is issued as a Request for Quotation (RFQ) to procure two (2) brand-name MX908 Handheld Mass Spectrometer Chemical Detectors and associated training for the Minnesota Army National Guard (MN ARNG) Counterdrug Program.


The solicitation document, incorporated provisions, and clauses are those in effect through the Revolutionary FAR Overhaul (RFO)


Notice of Short of Award (Availability of Funds)


Notice to Offerors: This solicitation is being issued as a "Short of Award" action in accordance with AFARS 5132.702(a)(ii).


The Government anticipates utilizing next fiscal year 2027 (FY27) Operations and Maintenance (O&M, Army) funds for this procurement. However, the Government reserves the right to award this contract using current fiscal year 2026 (FY26) funds should they become available prior to the end of the fiscal year.


No legal liability on the part of the Government for any payment may arise until funds (either FY26 or FY27) are formally made available to the Contracting Officer for this acquisition and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. FAR Clause 52.232-18, Availability of Funds, is incorporated by reference in the solicitation.
