The period of performance for this effort is one base year beginning 11/23/2015 through 11/22/2016. This notice of intent is neither a request for quotes nor a solicitation of offers. The authority for negotiating on a sole source bases is made under FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only once source is reasonably available.
