Request for Qualifications - Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study
Solicitation # 2026-RFQL-054
The City of Napa Utilities Department is seeking a qualified consulting team through Request for Qualifications 2026-RFQL-054 to perform a stability assessment, spillway improvements, and a feasibility alternatives study for the Conn Dam. The project is driven by requirements from the California Department of Water Resources Division of Safety of Dams (DSOD), which identified that the existing spillway does not meet current Probable Maximum Flood (PMF) design criteria and raised concerns regarding the long-term geotechnical stability of the dam embankment. The selected consultant will be responsible for conducting comprehensive subsurface explorations, performing static and seismic slope stability evaluations, and recommending alternatives to mitigate spillway deficiencies. Additionally, the scope includes evaluating options to increase reservoir storage capacity to enhance water supply reliability and flood protection, while supporting future U.S. Army Corps of Engineers (USACE) feasibility studies. This procurement follows a Qualifications-Based Selection process per the Brooks Act, where the award is based on technical capability and experience rather than cost. Evaluation is a two-step process consisting of a Statement of Qualifications weighted at 70 percent and optional oral interviews weighted at 30 percent. A critical project milestone is the submission of a comprehensive geotechnical investigation report to the DSOD by December 31, 2028. The contract requires strict adherence to federal and state regulations, including 2 CFR Part 200 Uniform Guidance, the Build America Buy America Act, and various civil rights and accessibility certifications. Statements of Qualifications are due by October 29, 2026, via the City's Opengov procurement portal.

The U.S. Environmental Protection Agency intends to negotiate a sole source contract with Sierra Instruments to upgrade a BG-2 Partial Flow Particulate Sampler to the capabilities of the current BG-3 system at the National Vehicle and Fuel Emissions Laboratory in Ann Arbor, Michigan. This project involves replacing an obsolete system computer with industrial-grade hardware and updating the software to provide real-time parameter display, full calibration capabilities, and measurement graphing. Additionally, the Input/Output system will be replaced to ensure compatibility with the new software, ensuring the unit meets specific 40 CFR and ISO standards. The procurement is being conducted under FAR Part 6.302-1, utilizing Commercial and Simplified Acquisition Procedures. Sierra Instruments is identified as the only source capable of performing the upgrade due to the proprietary nature of the micro-dilution tunnel technology. The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Sierra Instruments to re-commission and upgrade EPA owned Sierra Instruments BG-2 Partial Flow Particulate Sampler to the capabilities of the latest Sierra Instruments BG-3 Particulate Partial Flow Sampling System under the authority of FAR Part 6.302-1. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. This upgrade to the BG-2 Particulate Partial Flow Sampling System will incorporate any additional requirements to make the functionalities equivalent to the BG-3 Particulate Partial Flow Sampling System. The upgraded unit must meet 40 Code of Federal Register (CFR) Parts 1065, 86, & 89, as well as ISO 8178 and ISO 16183. The contractor shall replace the existing obsolete system computer with an industrial grade computer with at least a Pentium 4 processor, 512 MB RAM, hard drive, USB Ports, Read/write CD drive and a 15 inch flat screen monitor with keyboard. The software shall be upgraded to include full calibration capability and graphing of individual measurements. The upgraded software shall provide for setup of test parameters, calibration of the system and display of parameters in real time. The Input/Output (I/O) system shall be replaced with new hardware that is compatible with upgraded BG-3 software. These unique capabilities are essential for performance because the proprietary micro-dilution tunnel is the key piece of technology used in this PM sampler. Work conducted at EPA shall be performed during normal working hours. Sierra Instruments is the only known source able to re-commission and upgrade current Sierra Instruments equipment. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of re-commissioning and upgrading Sierra Instruments equipment may submit technical documentation to establish their capability. Such documentation must be submitted to the Point of Contact within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation should be submitted in writing to Gerold Young II via e-mail at contact@example.gov. Telephone responses will not be honored.
