The Department of Veterans Affairs intends to award a sole source contract to Delta Connects Inc. for the installation and programming update of the Delta Connects enteliVIZ and Sensaphone Express II systems at the New Jersey VA Medical Center, East Orange Campus. This decision follows market research indicating that Delta Connects is the sole provider capable of meeting the original equipment manufacturer requirements, as the proprietary nature of the systems prevents sourcing from any other vendor. The contract involves upgrading the existing Delta Controls BACnet Building Management System used to monitor and control HVAC equipment across the facility, specifically addressing malfunctions in Building 1 and Building 7’s systems. The scope includes engineering, programming, project management, installation of new hardware such as Sensaphone expansion cards, and re-commissioning to ensure full operational capability within 60 days following contract award. The contractor is required to coordinate closely with the Contracting Officer’s Representative (COR) who will oversee and monitor daily progress, with strict adherence to security protocols including badge access and no photography on site without prior approval. Construction activities must minimize disruption to Medical Center operations and maintain clear access pathways. The contract also mandates measures for safety and infection control, protecting existing equipment and ensuring continued facility operations during the upgrade. There is no government-furnished equipment or follow-on work anticipated. All Expressions of Interest were due by January 28, 2020, and no competitive solicitation was issued, as this notice serves solely to inform and confirm the sole source award intent.
