P-8 ARMS and NGTSSC COTS Spares - RAAF
Solicitation # N6134026Q1027
The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando is soliciting quotes for commercial off-the-shelf (COTS) spares to support the P-8 training system’s Automated Readiness Measurement System (ARMS) and Next Generation Training System Support Center (NGTSSC). These spares are intended for the Royal Australian Air Force (RAAF) P-8 aircraft platforms to facilitate realistic training and qualification exercises for pilots, aircrew, and maintainers. This procurement is a small business set-aside under NAICS code 334111 and is partially brand-name restrictive, requiring an exact match for specific manufacturers, part numbers, and configurations. All items must be new equipment procured from authorized sources and delivered FOB Destination to RAAF Base Edinburgh, South Australia, by May 21, 2027. The contract will be awarded as a firm-fixed-price order using the Lowest Price Technically Acceptable (LPTA) basis. Evaluation factors include price, technical acceptability, and past performance, with non-price factors rated as acceptable or unacceptable. The government will evaluate the combined total price of all line items, including all shipping and customs costs, and will apply a price preference for HUBZone small business concerns. Quotations must be submitted as three firm-fixed-price CLINs and include a completed Past Performance Questionnaire and proof of active registration in the System for Award Management (SAM). The total contract value is not expected to exceed the simplified acquisition threshold of 9 million dollars.

The Naval Air Systems Command is awarding a contract modification to General Dynamics Advanced Information Systems (GDAIS) for the procurement and storage of obsolete components essential for the production and repair of the Advanced Mission Computer (AMC). This effort supports the Advanced Mission Computer and Displays system used across F/A-18E/F, EA-18G, AV-8B, and E-2D aircraft. Because the required parts are becoming obsolete and no other components meet the necessary form, fit, and function requirements, GDAIS is identified as the only source capable of managing these materials to ensure continued life cycle support. This acquisition is being conducted on a sole source basis under statutory authority 10 U.S.C. 2304(c)(1) and FAR Part 6-302-1, as GDAIS is the original equipment manufacturer with proprietary designs and technical data. The work is inextricably linked to existing contract N00019-10-C-0014. Related production efforts for Type-3 Advanced Mission Computers from FY2011 through FY2015 were estimated at 70,595,000 dollars, emphasizing the critical nature of avoiding unacceptable delays and costs associated with alternative development.

The Naval Air Systems Command intends to award a contract modification to General Dynamics Advanced Information Systems (GDAIS), Minneapolis, MN, for the procurement and storage of obsolete components to continue supporting production of the Advanced Mission Computer (AMC). The Air Combat Electronics Program Office (PMA209) has a requirement to protect production and repair of the AMC for capability of the Advanced Mission Computer & Displays (AMC&D) system, the mission system for the F/A-18E/F, EA-18G, AV-8B and E-2D aircraft. The parts included on this synopsis for the AMC are going obsolete. There are no other known parts that meet form, fit, and function replacement requirements. GDAIS is the Original Equipment Manufacturer (OEM) of the AMC, and as such, is the only source capable of procuring, managing, and storing these parts to protect production and life cycle support of the AMC. This acquisition is being pursued on a sole source basis under statutory authority 10 U.S.C 2304 ( c )(1), as implemented by Federal Acquisition Regulation (FAR) Part 6-302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This effort is inextricably linked to work already being performed by GDAIS under contract N00019-10-C-0014, which was awarded using other than full and open competition. Interested parties for subcontracting opportunities may contact General Dynamics Advanced Information Systems, 8600 Queen Avenue South, Minneapolis, MN 55431-1908 or General Dynamics Advanced Information Systems Small Business Liaison Officer, Steve Chenard at (505) 880-1773.
