NAVSUP Weapon Systems Support in Philadelphia plans to award a sole-source repair contract to ROCKWELL COLLINS, INC. for three units of a receiver-transmit item with NSN 7R5821016136580 and part number 822-3137-002 under a Foreign Military Sales program. The repair work is classified as FMS REPAIR, and due to the item's RMC code "3C," procurement must be conducted directly from the original manufacturer because the necessary technical data for competitive sourcing is unavailable, economically unobtainable, or incapable of being adequately described in specifications. Source authority is grounded in 10 U.S.C. 2304(c)(1) and FAR 6.302-1, and no other suppliers can satisfy the agency’s requirements. Only approved sources may be considered; any firm not already approved must submit a Source Approval Request, though the procurement will proceed without delay for such requests. The contract will be awarded exclusively to ROCKWELL COLLINS, INC., with any non-responses from other firms interpreted as lack of interest. Although competitive proposals are not solicited, submissions received within five days of the notice will be reviewed to assess if competition is feasible. This is not a small business set-aside, and all procedures will be electronic. The solicitation is projected to issue around July 20, 2026, with responses due by August 20, 2026. Interested parties may submit capabilities via email to the designated contract specialist.
