The Department of Veterans Affairs, through the VA Maryland Health Care System’s Network Contracting Office 5, is conducting market research under FAR Part 10 to identify capable vendors for flooring installation services across its Baltimore, Loch Raven, and Perry Point medical facilities. This source-sought notice seeks information on potential contractors who can provide comprehensive flooring replacement services totaling approximately 120,150 square feet annually over a five-year period—base year plus a four-year option—with an estimated scope of 18,000 square feet of carpet tile, 27,000 square feet of vinyl sheet tile, 7,000 square feet of epoxy flooring, 76,000 linear feet of cove base, and 50,000 linear feet of flash cove and transitions. The work involves demolition, removal, disposal, floor preparation, installation, heat welding, and coordination within occupied healthcare environments while strictly complying with VA facility standards, Environment of Care safety protocols, infection control requirements, and the elimination of trip hazards, water damage, pest infestations, and mold. All responses must include business name, address, UEI number, socio-economic status (including SDVOSB, HUBZone, 8(a), WOSB, or other categories), contact information, capability statement, summary of past experience, GSA schedule status if applicable, and estimated pricing for market research purposes only, with submissions due by 1:00 PM EDT on June 5, 2026, to charles.willis@va.gov. The contracting office is not establishing a contract under this notice; the information gathered will inform the development of a future Blanket Purchase Agreement with an indefinite-delivery, indefinite-quantity structure and will determine whether the procurement will be set aside for small businesses or conducted as full and open competition. Key personnel such as a project manager, project designer, and installation foreman must be available onsite upon award, and all materials must conform to VA-prescribed standards for finish types and performance. Proprietary data submitted will be treated as confidential, and no costs associated with preparing a response will be reimbursed by the government.
