The Department of Defense's Space and Naval Warfare Systems Center Pacific intends to award a sole-source, Firm Fixed Price contract to Curtiss-Wright, located in Salt Lake City, Utah, for the continued operational performance of a command and control (C2) mission computer. This specialized computer is designed to operate in extreme environments and will serve as the interface and control system for various components within the OCOMM airborne and underwater segments, including environmental sensor status and command of the optical sub-system and airborne gimbal. The agency has determined that Curtiss-Wright is the only responsible source capable of meeting these specific, stringent performance requirements, justifying a noncompetitive acquisition under FAR Part 13 procedures. The anticipated contract award date is no later than August 29, 2016, with delivery expected within one month of award. Potential interested vendors may express their interest in writing, provided they demonstrate the ability to meet the quality, accuracy, and reliability standards required, although this notice does not constitute a request for competitive proposals. Respondents must be registered on the System for Award Management (SAM) and the SPAWAR E-Commerce website, with responses due by August 12, 2016. The contract falls under NAICS code 334419 and carries a business size standard of 750 employees. This action rescinds a previous notice and reinforces the agency’s intent to proceed with Curtiss-Wright as the sole-source contractor for this critical C2 mission system capability.
