The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific) hereby publicizes its intention to award modification P00003 under N66001-21-P-6001 on a non-competitive basis to Kratos RT Logic, Inc. This requirement is for a service that will build on top of the existing (graphical user interface) GUI development that is currently underway with TMS #1 and #2. This will provide software integration and remote control between the ViaSat CBM-400 Modems and the Terminal Management System (TMS) currently being developed by KRATOS / RT Logic under N66001-21-P-6001. The purpose of this product is to have one GUI where the operator can control the 9 required modems per TMS remotely. The procurement of the Terminal Management System was originally proposed and awarded as a sole source procurement, N66001-21-P-6001. This is mainly due to the use of proprietary intellectual property (Spectral Warrior), which is not currently, nor expected to be licensed or resold outside of KRATOS. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The applicable NAICS Code is 334220 and the business size standard is 1,250 employees. The place of contract performance is Colorado Springs, CO.
