The Naval Information Warfare Center Pacific plans to award a sole-source indefinite-delivery/indefinite-quantity contract to Brandywine Communications of Tustin, CA, as a follow-on to an existing contract that expires in September 2024. This contract will support both shore and fleet users by providing parts and modules for the sustainment, maintenance, and procurement of the Navy’s ruggedized Time and Frequency Distribution System (TFDS), which is designed specifically for the submarine communication community. The TFDS covers current needs for Virginia and Columbia Class submarines, with full life cycle support and assigned National Stock Numbers. Brandywine Communications is the only authorized source due to their proprietary ownership of critical technical data, unique mechanical designs, and the ability to meet the Navy’s requirements without unacceptable delays or cost duplication. The contract is anticipated to have an initial one-year performance period with four additional one-year option periods, potentially extending service to five years, and an estimated value of $8.2 million. The sole-source award is justified under federal regulations citing that no other responsible source can provide the required products and services, avoiding logistical complexities and added costs associated with competing systems. Interested parties who believe they can meet the requirements are encouraged to submit their capabilities and interest by September 10, 2024. The NAICS code assigned for this procurement is 334290, and the contract falls under the purview of the Department of Defense’s NIWC Pacific office in San Diego, California. The Government retains discretion to compete based on the responses received.

N66001-24-R-0060; Synopsis - Brandywine Communications Naval Information Warfare Center (NIWC) Pacific hereby publicizes its intention to solicit, negotiate, and award a sole-source, indefinite-delivery/indefinite-quantity contract with Brandywine Communications of Tustin, CA, for a follow-on contract to N66001-19-D-0071, which expires in September 2024. This action will provide both shore and fleet users with parts and modules for various configurations and continuing sustainment and maintenance of the Navy's existing ruggedized Time and Frequency Distribution System (TFDS), which is specifically fabricated for the Navy submarine communication community. It will also provide for the procurement of new TFDS systems and components for Virginia and Columbia Class submarines. Brandywine is the proprietary source of the TFDS drawings, technical data, and troubleshooting guides. Brandywine modules are mechanically different than other timing systems (in size and connectivity). Authority for other than full and open competition is 10 U.S.C. 3204(a)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The TFDS is a program of record under the President's budget. National Stock Numbers (NSN) have been assigned to all TFDS modules and full life cycle support is provided to all TFDS modules under this program of record. The use of any other source for this acquisition would result in unacceptable delays because of the logistical burden of implementing a competing system(s) for fielded equipment (e.g. supportability, training, spares, drawings, installation support, etc.). The additional cost of introducing a competing system would not be offset by potential cost savings from a competitive procurement. Therefore, it has been determined that Brandywine Communications is the only source that can perform this effort without substantial duplication of costs. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing this equipment may be considered by the agency. Interested parties shall identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any capabilities, comments, questions, or concerns regarding this notice may be submitted IN WRITING via e-mail to contact@example.gov. A determination by the Government to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 334290, and the size standard is 800 employees. The anticipated period of performance will be approximately one (1) year with four (4) option periods of one (1) year each, for a total possible performance period of five (5) years. The estimated value of the effort is $8.2M. Questions and/or responses are due by 10 September 2024 at 1630.
